  1. Towns, suburbs, and cities have more development, more concrete, and fewer places for water to go; a hard rain can become a flash flood in minutes.

  2. Rising sea levels and temperature changes mean stronger and more damaging storms, which are increasing flood risk in metropolitan areas.
