Adjuster Preliminary Damage Assessment Overview

National Flood Insurance Program (NFIP) authorized adjusters play a vital role in the claims process. Follow the required steps for assessing and reporting potential substantial damage using the Adjuster Preliminary Damage Assessment (APDA) form.

Submitting the form for substantially damaged structures

NFIP authorized adjusters are required to submit an APDA form once a structure has been inspected and the adjuster has determined that it may be substantially damaged.

This form needs to be downloaded and opened directly in Adobe Reader because it will not open in Edge or other browser-based readers.

What is substantial damage?

Substantial damage is defined as “a structure that has had flood damage in which the cost to repair equals or exceeds 50% of the market value of the structure at the time of the flood.”
